The Japan International Cooperation Agency (JICA) is the world's largest bilateral aid agency, operating in over 154 countries and regions with approximately 90 overseas offices. Established as an Incorporated Administrative Agency under the Act of the Incorporated Administrative Agency - Japan International Cooperation Agency (Act No. 136, 2002), JICA aims to contribute to international cooperation and the sound development of both the Japanese and global economy by supporting socioeconomic development, recovery, and economic stability in developing regions. JICA administers all Japanese Official Development Assistance (ODA) except for contributions to international organizations, encompassing technical cooperation, ODA loans, and grant aid.

 

JICA's work on air pollution is integral to its broader efforts in climate change mitigation and adaptation. As an international access entity for the Green Climate Fund (GCF), JICA provides financial and technical support for projects aimed at reducing greenhouse gas emissions and enhancing resilience to climate-related impacts. While JICA's primary focus areas include energy efficiency, renewable energy, and sustainable transportation systems, its initiatives indirectly address air pollution by promoting cleaner energy sources and reducing emissions from industrial and transportation sectors.

 

In its climate-related projects, JICA often integrates air quality considerations. For instance, by supporting the development of public transport systems and promoting the use of renewable energy, JICA helps reduce emissions from fossil fuels, which are major contributors to air pollution. Additionally, JICA's focus on sustainable urban development includes initiatives that improve waste management and reduce pollution from industrial activities, further contributing to cleaner air.

 

JICA also emphasizes human security and quality growth in its development strategies, which include enhancing environmental management and promoting sustainable economic practices. By fostering partnerships with local governments and communities, JICA ensures that its projects are tailored to address specific environmental challenges, including air pollution, in a way that aligns with local needs and capacities.

The Project for the Improvement of Equipment for Air Pollution Monitoring

Air pollution in Bangladesh is becoming increasingly severe due to the rapid rise in traffic and other factors associated with the country’s economic growth.
The objective of this project is to strengthen the capacity for measuring and analyzing air pollutants, primarily those emitted by vehicles, in the capital city, Dhaka, and Chattogram. To achieve this, the project will establish seven Continuous Air Monitoring Stations—five in Dhaka and two in Chattogram—which will monitor CO, NO, NO₂, SO₂, PM₂.₅, PM₁₀, and O₃. Through these efforts, the project aims to enhance the country’s ability to control air pollution.
